Update Spring Boot Actuator Configuration

Update the Spring Boot Actuator configuration, if applicable, to upgrade from Bloomreach Experience Manager 15.x to 16.y.

If the implementation project uses Spring Boot Actuator, some changes are required to upgrade to brXM version 16. 

The relevant changes are:

• Some exclusions of transitive libraries in v15 which were needed because of security reasons are not required anymore as they are being upgraded by the Spring Boot version used in v16.
• The WebSecurityCustomizer API changed to a more generic one for request matcher, so there is a change related to that in the WebSecurityCustomizer bean.
